Eligibility and Enrollment

Enrollment into ECEAP Preschool and Transitional Kindergarten is subject to eligibility and availability of open slots. In order to determine if your child is eligible for ECEAP or Transitional Kindergarten, parents must first complete and submit the ECEAP Eligibility Screening Form.

Income Eligibility Guidelines are used as a starting point to review each application on a case-by-case basis. Some children whose families are over-income may be accepted if the family is impacted by certain environmental factors or if the child is impacted by developmental risk factors.

ECEAP Eligibility

  • Must be 3 or 4-years-old by August 31
  • Resides within Kiona-Benton District boundary
  • 0-130% FPL (Federal Poverty Level)
  • 130-200% FPL with Risk Factors
  • IEP
  • Homeless
  • Foster Child
  • Kinship
  • Adoption after Foster Care

Transitional Kindergarten Eligibility

  • Must 4-years-old by August 31
  • Resides within Kiona-Benton District boundary
  • 201-400% FPL (Federal Poverty Level)
  • No prior participation in Head Start or ECEAP
  • Not eligible for ECEAP
  • No preschool experience or opportunities to play with peers
  • Social and learning delay

Elementary School Office:
Located at 913 Horne Drive
Office Hours:  Monday – Friday, 7:30 AM – 4:00 PM 

ECEAP Building: 
Located at 1107 Grace – behind middle school across the street from Carrusel Daycare
Office Hours:  Monday – Friday, 7:00 AM – 3:30 PM
For your convenience there is also a box outside the ECEAP office door with blank applications as well as a box to return completed applications.
